We base this off the number of sectors that we were able to copy from your failed drive, the amount of data that should have been on the drive and the amount of requested data that we were able to recover for you.

In most recovery scenarios our engineers are able to gain a complete copy of the entire drive, which allows us to recover any and all data contained on the drive.
